Equipment manufacturing industry is a strategic industry providing technical equipment for various industries of the national economy. It has high industrial relevance, strong ability to absorb employment and intensive technology and capital. It is an important guarantee for industrial upgrading and technological progress of various industries and a concentrated embodiment of the country's comprehensive strength.

 

In order to cope with the impact of the international financial crisis, implement the general requirements of the CPC Central Committee and the State Council on maintaining growth, expanding domestic demand and adjusting structure, ensure the stable development of the equipment manufacturing industry, accelerate structural adjustment, enhance the ability of independent innovation, improve the level of autonomy and promote industrial upgrading, this plan is hereby prepared as an action plan for comprehensive response measures of the equipment manufacturing industry. The planning period is 2009-2011.

 

1、 Current situation and facing situation of equipment manufacturing industry

 

After years of development, China's equipment manufacturing industry has formed an industrial system with complete categories, large scale and certain technical level, and has become an important pillar industry of the national economy. In particular, since the implementation of several opinions of the State Council on accelerating the revitalization of the equipment manufacturing industry (GF [2006] No. 8), the development of the equipment manufacturing industry has been significantly accelerated, the level of autonomy of major technical equipment has been significantly improved, the international competitiveness has been further improved, and the technical level and market share of some products have leapt to the forefront of the world. China has become a big country in the equipment manufacturing industry, but the problems such as large but not strong industry, weak independent innovation ability, backward basic manufacturing level, low-level repeated construction, difficulties in the promotion and application of independent innovative products are still prominent. At the same time, affected by the international financial crisis, since the second half of 2008, the demand for equipment in domestic and foreign markets has shrunk sharply, the rapid growth momentum of China's equipment manufacturing industry for many years has slowed down obviously, the production and operation of enterprises are difficult, the economic benefits have declined, and the sustainable development is facing challenges.

 

It should be noted that China is now in a critical period of expanding domestic demand, accelerating infrastructure construction and industrial transformation and upgrading, and has a huge market demand for advanced equipment; The financial crisis has accelerated the adjustment of the world industrial pattern and provided China with the opportunity to participate in the industrial redistribution. The fundamentals of the development of equipment manufacturing industry have not changed. We must take effective measures to seize the opportunity, accelerate the adjustment of industrial structure, promote industrial optimization and upgrading, strengthen technological innovation, promote the sustainable and stable development of equipment manufacturing industry and contribute to the steady and rapid development of economy.

 

2、 Guiding ideology, basic principles and objectives

 

（1） Guiding ideology.

 

Fully implement the spirit of the 17th CPC National Congress, take Deng Xiaoping Theory and the important thought of "Three Represents" as the guidance, deeply implement the scientific outlook on development, and carry out large-scale autonomy of major technical equipment relying on national key construction projects; By increasing investment in technological transformation, enhance the independent innovation ability of enterprises, and greatly improve the level of basic accessories and basic technology; By accelerating enterprise merger and reorganization and product upgrading, we will promote the optimization and upgrading of industrial structure, comprehensively enhance industrial competitiveness, and strive to promote the transformation of equipment manufacturing industry from large to strong.

 

（2） Basic principles.

 

Adhere to the combination of equipment autonomy and key construction projects. Strengthen policy support and market guidance, make full use of the market demand formed by the implementation of key construction projects and the adjustment and revitalization of key industries, accelerate the autonomy of equipment, ensure the needs of projects and drive industrial development.

 

Adhere to the combination of independent development and introduction, digestion and absorption. Support enterprises to independently develop new products, encourage the introduction, digestion, absorption and re innovation, guide enterprises to gradually change from relying on imported technology to independent innovation, and vigorously promote the industrialization of technology.

 

Adhere to the combination of developing the complete machine and improving the basic supporting level. Strive to realize the autonomy of major technical equipment and drive the development of basic supporting products. Improve the technical level of basic parts, develop special raw materials, and reverse the situation that basic supporting products mainly depend on imports.

 

Adhere to the combination of developing enterprise groups and supporting specialized enterprises. Support key equipment manufacturing enterprises to develop large comprehensive enterprise groups through merger and reorganization, encourage host machine manufacturing enterprises to change from single machine manufacturing to system integration, and guide professional parts manufacturing enterprises to develop in the direction of "specialization, precision and specialty", so as to form an industrial pattern of complementary advantages and coordinated development.

 

（3） Planning objectives.

 

1. The industry has achieved steady growth. Maintain the stability of the production and operation of the equipment manufacturing industry, and gradually increase the proportion of added value in the national industrial added value, so as to provide guarantee for expanding domestic demand, changing the development mode and ensuring the stable growth of the national economy.

 

2. Gradually expand the market share. Improve the quality level of domestic equipment, expand the domestic market, stabilize the domestic market satisfaction rate of domestic equipment at about 70%, consolidate the competitive advantage of export products and stabilize the export market.

 

3. Breakthroughs have been made in the development of major equipment. Comprehensively improve the technical level of major equipment, meet the needs of national major project construction and the adjustment and revitalization of key industries, and realize the autonomy of a number of major equipment such as million kilowatt nuclear power equipment, new energy power generation equipment, high-speed EMUs, high-end CNC machine tools and basic manufacturing equipment.

 

4. Improve the basic supporting level. The manufacturing level of basic parts has been improved, general parts basically meet the domestic market demand, key automatic measurement and control parts fill the domestic gap, and key breakthroughs have been made in special raw materials.

 

5. Optimization and upgrading of organizational structure. Form a number of large enterprise groups integrating science, industry and trade with international competitiveness, and form a number of "specialized, refined and special" specialized parts and components production enterprises participating in the international division of labor.

 

6. The mode of growth has changed significantly. The mode of production organization and important production processes have been improved, the modern manufacturing service industry has been developed, the energy consumption, material consumption and pollutant emission per unit of industrial added value have been significantly reduced, the labor productivity has been significantly improved, and the modern manufacturing service revenue of large enterprise groups accounts for more than 20% of the sales revenue.

 

3、 Main tasks of industrial adjustment and revitalization

 

（1） Relying on key projects in ten fields, revitalize the equipment manufacturing industry.

 

1. Efficient and clean power generation. Relying on the construction projects of Hongyanhe in Liaoning, Ningde and Fuqing in Fujian, Yangjiang in Guangdong, Fangjiashan and Sanmen in Zhejiang, Haiyang in Shandong and subsequent nuclear power plants, promote the autonomy of second-generation improved and AP1000 nuclear power equipment, and focus on the domestic manufacturing of pressure vessels, steam generators, control rod drive mechanisms, nuclear grade pump valves, emergency diesel engines and other major equipment. Relying on large-scale wind farm projects in Northeast, northwest, northern North China and coastal areas, promote the autonomy of wind power equipment, and focus on the domestic manufacturing of frequency conversion control system, wind power bearings, carbon fiber blades and other products. Further improve the performance and quality of hydropower equipment above 700000 kW, large pumped storage units, million KW Supercritical / ultra supercritical thermal power equipment, large gas units, waste incineration power generation equipment and other technical equipment. Develop solar power generation equipment. Develop auxiliary equipment for large thermal power and nuclear power plants.

 

2. UHV power transmission and transformation. Relying on the UHV AC / DC transmission demonstration project and focusing on AC transformer, DC converter transformer, reactor, current transformer, voltage transformer and fully enclosed combined apparatus, promote the autonomy of 750 kV, 1000 kV AC and ± 800 kV DC transmission and transformation equipment.

 

3. Coal and metal mining. Relying on the construction of ten ten ten million ton large open-pit coal mines such as Pingshuo East, Shengli East No. 2, Baiyinhua and Chaoyang, ten deep well coal mines such as Suancigou, and large metal mines, we will vigorously develop new mining, lifting and washing equipment, focusing on the realization of electric traction shearer, hydraulic support, large mining electric wheel dump truck Domestic manufacturing of large open-pit mining excavators and other equipment.

 

4. Natural gas pipeline transportation and liquefied storage and transportation. Relying on natural gas pipeline transmission projects such as the second west east gas transmission line and the third Shaanxi Beijing gas transmission line, develop long-distance transmission pipeline gas compressor units, large pipeline ball valves and control systems; Relying on LNG terminal projects in Zhejiang, Jiangsu, Zhuhai and Qingdao, develop large LNG carriers and terminal equipment.

 

5. High speed railway. Relying on the 10000 km high-speed railway passenger dedicated lines under construction such as Beijing Shanghai, Beijing Guangzhou, Beijing Shenyang and Shanghai Kunming, as well as the construction projects of Western trunk railway and coal transportation channel, organize and implement the autonomy of railway transportation equipment to realize the domestic manufacturing of high-speed EMUs, high-power AC drive electric / diesel locomotives, heavy-duty trucks, large maintenance machinery and other equipment.

 

6. Urban rail transit. Relying on nearly 70 line projects in 17 cities such as Beijing, Shanghai, Guangzhou and Shenzhen, we will focus on the autonomy of urban rail transit vehicles, signal systems, train network control systems, braking systems, main and auxiliary inverters and other electromechanical equipment.

 

7. Agriculture and rural areas. Relying on the state's new 100 billion kg grain project, we will vigorously develop high-power tractors and supporting agricultural machinery, energy-saving and environment-friendly medium-sized tractors and other farming machinery, general grain combine harvesters, new semi feed rice combine harvesters, high-efficiency corn combine harvesters, self-propelled cotton pickers and other harvesting machinery, no tillage planters, water-saving sprinkler irrigation equipment, etc. To meet the needs of new rural construction and agricultural modernization, we will focus on developing complete sets of equipment for intensive processing of agricultural products, irrigation and drainage equipment, biogas removal equipment, rural safe drinking water purification equipment, etc.

 

8. Infrastructure. To meet the development needs of transportation, energy, water conservancy, real estate and other industries, develop large and new construction machinery focusing on large tunnel full face roadheader, large crawler crane and all pavement crane, bridge erecting machine, complete sets of asphalt concrete mixing and recycling equipment; Focus on air traffic control equipment and air traffic control automation system, baggage and cargo high-speed sorting system, security inspection equipment and intelligent monitoring system, flight display integrated system and equipment, airport information integration system and equipment, etc; Develop port machinery with emphasis on large bucket wheel stacker reclaimer, car dumper and ship loader.

 

9. Ecological environment and people's livelihood. To meet the needs of environmental protection and social people's livelihood, vigorously develop sewage sludge treatment equipment, denitration and desulfurization equipment, waste heat and residual gas recycling equipment, environmental online monitoring instruments and meters, safety detection equipment such as food, medicine and coal mine gas, emergency rescue equipment for major accidents, digital medical equipment, etc.

 

10. Major scientific and technological projects. We will accelerate the implementation of major science and technology projects for high-end CNC machine tools and basic manufacturing equipment, focusing on the research and development of high-speed and precision composite CNC metal cutting machine tools, Heavy CNC metal cutting machine tools, CNC special processing machine tools, large CNC forming and stamping equipment, heavy forging equipment, clean and efficient casting equipment, new welding equipment and automatic production equipment Eight types of host products such as large-scale clean heat treatment and surface treatment equipment basically master the core technologies of high-grade CNC devices, motors and driving devices, functional components and key components of CNC machine tools.

 

（2） Seize the nine key industrial projects and implement equipment autonomy.

 

1. Steel industry. Relying on the projects determined in the adjustment and revitalization plan of the iron and steel industry, and focusing on the complete set of cold and hot continuous rolling broadband steel equipment, large slab caster, color coated steel plate production equipment, large oxygen generator, large blast furnace fan and waste heat recovery device, promote the autonomy of large Metallurgical complete sets of equipment.

 

2. Automobile industry. In combination with the implementation of the adjustment and revitalization plan of the automobile industry, focus on improving the level of the four major process equipment of automobile stamping, assembly and welding, coating and final assembly, and realize the autonomy of the equipment required for the manufacturing of key parts such as engine, transmission and new energy vehicle power module.

 

3. Petrochemical industry. Relying on the projects determined in the petrochemical industry adjustment and revitalization plan, complete sets of equipment such as ten million ton oil refining, one million ton large ethylene, terephthalic acid (PTA), large chemical fertilizer, large coal chemical industry and natural gas transportation, liquefaction, storage and transportation, large centrifugal compressor unit, large volumetric compressor unit, key pump valves, reaction heat exchanger, extrusion granulator, large air separation equipment Focus on cryogenic pumps to promote the autonomy of petrochemical equipment.

 

4. Shipbuilding industry. Combined with the implementation of the adjustment and revitalization plan of the shipbuilding industry, focus on improving the level of welding and coating process equipment, and realize the autonomy of the equipment required for the manufacturing of key parts such as marine diesel engine, crankshaft, propeller, cabin equipment and deck machinery.

 

5. Light industry. In combination with the implementation of the plan for the adjustment and revitalization of light industry, we will promote the autonomy of light industry machinery, focusing on food machinery, pulp and paper machinery, plastic molding machinery, leather and shoe machinery, optical electromechanical integrated sewing machinery, packaging equipment and food safety testing equipment.

 

6. Textile industry. In combination with the implementation of the adjustment and revitalization plan of the textile industry, we will promote the autonomy of textile machinery by focusing on the coarse and fine connection, fine connection, high-speed weaving equipment, complete sets of non-woven equipment, complete sets of special weaving equipment, and high-efficiency, continuous and short process dyeing and finishing equipment.

 

7. Non ferrous metal industry. In combination with the implementation of the adjustment and revitalization plan for the non-ferrous metal industry, we will focus on high-precision rolling mills, large section and complex section extruders, and promote the autonomy of non-ferrous metallurgical equipment.

 

8. Electronic information industry. In combination with the implementation of the adjustment and revitalization plan of the electronic information industry, we will focus on the key equipment of integrated circuits, flat panel display device production equipment, new component production equipment, surface mount and lead-free process whole machine assembly equipment, special electronic equipment, instruments, tools and molds, and promote the autonomy of electronic information equipment.

 

9. National defense industry. Combined with the needs of the development of national defense and military industry, we will focus on the key technical equipment required by aviation, aerospace, ships, weapons and nuclear industry, as well as test and testing equipment, so as to promote the autonomy of national defense and military industrial equipment. Give full play to the advantages of military technology and promote the integration of military and civilian.

 

（3） Improve the manufacturing level of four supporting products and consolidate the foundation of industrial development.

 

1. Large castings and forgings. We will focus on the development of castings and forgings for large nuclear power equipment, million KW Supercritical / ultra supercritical thermal power units, Large Francis turbine units above 700000 kW, heavy container forgings for petrochemical and coal chemical industry, cold and hot tandem mill forgings, large marine crankshaft and propeller shaft forgings, large bearing ring forgings, etc.

 

2. Basic components. Focus on the development of high-power power electronic components, functional modules, large and precision bearings, high-precision gear transmission devices, high-strength fasteners, high-pressure plunger pumps / motors, hydraulic valves, hydraulic electronic controllers, hydraulic transmissions, pneumatic components, bearing sealing systems, rubber and plastic seals, etc. Accelerate the development of industrial automation control systems and instruments, medium and high-grade sensors, etc.

 

3. Processing aids. Focus on the development of large-scale precision cavity molds, precision stamping molds, high-grade mold standard parts, high-efficiency, high-performance, precision and complex cutting tools, high-precision, intelligent and digital measuring instruments, high-grade precision abrasives, etc.

 

4. Special raw materials. Focus on developing high-temperature, high-pressure and corrosion-resistant steel (steel pipes) for power stations, high magnetic induction oriented silicon steel for large transformers, insulating materials for high-voltage and ultra-high-voltage power transmission and transformation equipment, special steel for high-speed train Bogies and wheel sets, high-grade aluminum profiles for aircraft, special steel for bearings, gears, molds, measuring tools, cutting tools and high-strength fasteners, Special steel for machine tool ball screw and linear guide rail, high wear-resistant steel, high strength, high temperature resistance, low wear, long-life composite sealing materials, etc.

 

（4） Promote seven key tasks and change the mode of industrial development.

 

1. Accelerate the adjustment of industrial organization structure. Focus on supporting the cross industry, cross regional and cross ownership restructuring of key equipment manufacturing enterprises, and gradually form large enterprise groups with the ability of general contracting, system integration, international trade and financing. Increase investment in key basic supporting enterprises, guide private capital and foreign capital to invest in basic parts, processing aids and other fields, develop a number of high starting point, large-scale and specialized enterprises, and improve the industrial supporting system.

 

2. Enhance the ability of independent innovation. We will increase investment in scientific research and focus on overcoming a number of common technologies that have plagued industrial development for a long time. Accelerate the construction of a number of national engineering research centers, engineering technology research centers and engineering laboratories with strong driving force, and improve the enterprise's product development, manufacturing, testing and testing capabilities. Promote the combination of industry, University and research with enterprises as the main body, encourage scientific research institutes to enter enterprises, and support enterprises to cultivate and expand R & D teams.

 

3. Improve the level of specialized production. Improve the production organization mode of enterprises, reasonably allocate resources, integrate the four basic process capabilities of casting, forging, heat treatment and surface treatment in the region, and build a professional production center. Increase investment in technological transformation, promote advanced manufacturing technology and cleaner production mode, improve material utilization and production efficiency, reduce energy consumption and reduce pollutant emission.

 

4. Accelerate the improvement of product standard system. Speed up the preparation (Revision) of technical standards for equipment products, improve the standard level, promote the popularization and application of new technologies, new processes, new equipment and new materials, and eliminate backward products. Track the development trend of international advanced technology, pay attention to the integration with international standards, actively participate in the formulation (Revision) of international standards, and promote independent innovative products to enter the international market.

 

5. Make use of overseas resources and markets. Fully absorb and learn from overseas advanced management experience, selectively introduce advanced technology, create good conditions for overseas professional and technical talents to return to work, and improve the technical level of China's equipment manufacturing industry. Support qualified enterprises to merge and reorganize overseas enterprises and R & D institutions. Stabilize and expand the export of equipment products, and improve the technical content, added value and complete set level of export products.

 

6. Develop modern manufacturing services. Focusing on industrial transformation and upgrading, support key equipment manufacturing enterprises to carry out value-added services in engineering contracting, system integration, equipment leasing, providing solutions and remanufacturing, and gradually realize the transformation from production-oriented manufacturing to service-oriented manufacturing. Encourage qualified enterprises to extend and expand R & D, design, information services and other businesses, and provide socialized services for other enterprises.

 

7. Strengthen enterprise management and talent team construction. Guide equipment manufacturing enterprises to accelerate the pace of reform, optimize the property right structure, transform the operation mechanism, establish a modern enterprise system, strengthen enterprise management, comprehensively improve the level of scientific decision-making, production and operation, and enhance their ability to participate in international competition and prevent market risks. Improve the production organization mode of enterprises, strengthen product quality management, implement various safety production measures, and improve production efficiency and product quality. Strengthen the construction of talent team, focus on introducing and cultivating innovative R & D and design talents, pioneering operation and management talents, senior skilled talents and other professionals, strengthen staff training, improve the quality of staff team and meet the needs of sustainable development of enterprises.

 

4、 Policy measures

 

（1） Give play to the role of value-added tax transformation policy.

 

Give full play to the role of VAT transformation policy in promoting enterprise technological progress, encourage enterprises to strengthen technological transformation, accelerate equipment renewal, adjust product structure and promote enterprise technological progress.

 

（2） Strengthen the equipment procurement management of investment projects.

 

Investment projects within the central budget should support independently innovative technology and equipment. The equipment procurement list must be attached to the project application document. The equipment procurement scheme needs to be evaluated in the project consultation and evaluation stage. In the project implementation stage, the supervision and guidance of equipment bidding should be strengthened to ensure the implementation of independent innovation equipment procurement scheme.

 

（3） Encourage the use of the first domestic equipment.

 

Establish a risk compensation mechanism for the use of the first domestic equipment. Insurance companies are encouraged to carry out insurance business for the first domestic major technical equipment (sets).

 

（4） Increase investment in technological progress and technological transformation.

 

Formulate the catalogue of technological progress and technological transformation projects and products in the equipment manufacturing industry, support the use of the first domestic major technical equipment, support the autonomy of the equipment in the catalogue, the transformation of energy conservation, material conservation and emission reduction, the integration of internal resources after enterprise merger and reorganization, the construction of four regional basic process centers, and the development of modern manufacturing services.

 

（5） Support the export of equipment products.

 

We will improve the export tax rebate policy and appropriately increase the export tax rebate rate for some high-tech and high value-added equipment products. Encourage financial institutions to increase the investment of export credit funds, support domestic enterprises to contract major foreign projects, and drive the export of complete sets of equipment and construction machinery.

 

（6） Adjust preferential tax policies.

 

Encourage the introduction, digestion, absorption and re innovation. For the production of major technical equipment and products supported by the state, the key components and raw materials that are really necessary to be imported shall be exempted from tariffs and import value-added tax. After the expiration of the policy of levying value-added tax on castings, forgings, molds and CNC machine tools, study and formulate new tax support policies, adjust the scope of application of the policies, and guide the development of high-tech and high value-added products.

 

（7） Promote enterprise merger and reorganization.

 

Formulate policies and measures to encourage cross regional, cross industry and cross ownership restructuring of domestic enterprises, and properly solve the problems of surplus personnel resettlement, debt verification and disposal, fiscal and tax benefit distribution, etc; Support the reorganized enterprises in issuing stocks, corporate bonds, corporate bonds, medium and long-term notes, short-term financing bonds and applying for loans; For the merger and acquisition of overseas manufacturing enterprises and R & D institutions by domestic enterprises, interest discount support for relevant project loans can be given. Financial institutions are encouraged to carry out M & a loan business at home and abroad under the condition of controllable risk.

 

（8） We will implement subsidies for energy-saving products and subsidies for the purchase of agricultural machinery.

 

Make good use of the subsidy funds for energy-saving products, give subsidies to end users who buy high-efficiency and energy-saving equipment products, and first carry out subsidies for the promotion and application of high-efficiency motors in 2009. Pay close attention to the implementation of the subsidy policy for the purchase of agricultural machinery and tools, and implement it to households as soon as possible.

 

（9） Establish an industrial information disclosure system.

 

Timely release industrial policy guidance, project approval, enterprise restructuring, capacity utilization, import and export, production and sales inventory and other information to the society, so as to provide information guidance for enterprise investment decision-making, bank loan, land pre-trial, etc.

 

（10） Support the construction of product inspection, testing and certification institutions.

 

Strengthen the construction of product quality inspection and testing capacity and improve the level of quality inspection. Build inspection, testing and certification institutions for new equipment products such as high-speed railway and urban rail transit, and improve the national compulsory product certification system.

 

5、 Planning implementation

 

Relevant departments under the State Council shall formulate and improve relevant policies and measures as soon as possible according to the division of labor in the plan, closely cooperate and form a joint force to ensure the smooth implementation of the plan. The post evaluation of the plan shall be carried out in due time, and the evaluation opinions shall be put forward in time.

 

All regions shall, in accordance with the objectives, tasks, policies and measures determined in the plan and in combination with local conditions, speed up the formulation of specific implementation plans to ensure practical results. The specific work plan and new situations and problems in the implementation process shall be reported to the development and Reform Commission, the Ministry of industry and information technology and other relevant departments in time.
